Illinois law enforcement agencies are seeking Herman Arthur Carroll, Sr. Carroll, a twice-convicted child sexual offender, is wanted for sexually abusing his daughter in 2000. Carroll was arrested on July 3, 2000. He posted bond shortly after his arrest, but failed to appear for his trial. Carroll told people that he believes he will spend the rest of his life in jail if convicted. He's probably right; he could be sent behind bars for up to 90 years for his third conviction.
